[Incubator] TorchGeo interested in joining OSGeo

I had a chance to read your reply … and everything is indeed clear.
It is also clear how old that application form was .. when the foundation
had concerned mostly about ability to host projects and download size.
I think what is needed next is an appropriate mentor, and then we are in
position to make a motion for the project to join the incubation process.
