Incubation Committee, Board of Directors, all stakeholders -

   As a member of the OSGeo Incubation committee, I make a MOTION to begin the application for OSGeo Community Project  TorchGeo to graduate to full OSGeo project status.

   TorchGeo is a very visible and state-of-the-art framework for Geospatial AI development.

   Please comment on the this TRAC ticket [0] or directly on this email thread as needed.

   This MOTION shall remain open for three weeks (21 days) to start.
