[Incubator] MOTION Consider TorchGeo as an OSGeo Project

[Jody Garnett]

 The project should be able to change that themselves, the setting is part
of the project page (where they say what kind of project they are).

A lot of things at OSGeo are setup for self-service, volunteer driven means
we extend trust :)
