[Incubator] Volunteer needed to review EOPCA project community project application

Back in April EOEPCA applied to join osgeo community program, but were not
yet listed on our website (so thus missing a requirement). With their page
now published it is time to as for a volunteer to review.

I have been personally doing lot of the reviews which does not do this
community/committee much good (as I then become a bottleneck as shown last
year when not available).

As such I would like to ask for another committee member to review the
application / check-list. If you have not yet reviewed a project I am happy
to share a screen and do so with you; but I am very much seeking greater
committee participation - please 🙂 ). Our website and wiki has appropriate
