[Incubator] Request to add LUE to the OSGeo list of projects

I was away for a bit and it does not appear any other committee member
replied to you.

   3. Welcome participation and new contributors.
   I do not see a clear contribution policy here? We wish to make sure your
   project is open to external contributors and you have thought about what it
   means to work with others.


The difference is that open source is about distribution, a contribution
policy (or history of pull requests) shows a willingness to work with
others and accept collaboration. It is a success factor of free and open
source software to plan for more than one developer or organization in the
mix.

We have some improved instructions on add a project

should make it more clear how to proceed.
