[Incubator] Request for including GeoStyler Incubation Process in 2025 Incubation Budget

 We did not make any special request for the incubation committee in this
years [budget](https://wiki.osgeo.org/wiki/OSGeo_Budget_2025). I kind of
assumed they would give us a default amount but that is okay.

If you wish to plan an incubation focused activity I will attend a board
meeting to ask for funding.
