[Incubator] Stepping down from the Incubator Committee

Hi fellow committee members,

I've been increasingly inactive in this committee (and the wider OSGeo
realm) over the last few years, and as such I think it would be better to
stand down than to remain as dead weight. Please consider this my
resignation from the committee with immediate effect.
