[Incubator] Official request for incubation of Giro3D project

 Hi Vincent,

While I am chair of this committee we tend to conduct activities via this
email list. I am presently busy working on GeoServer 3 (a major release and
quite intense).

As such I need to ask one of the other committee member to look at your
application. One thing that can help is reaching to osgeo project leads to
ask if any are in position to mentor the project.
