[Incubator] Motion: relaunch as project-support committee

 I must apologize - I just counted email replies, and failed to count my
initial vote.

With that in mind the motion received 7/14 votes (making 50% threshold
<https://wiki.osgeo.org/wiki/Incubation_Committee#Committee_Operation>) and
is indeed passed.

Motion is held open for two weeks closing August 7:
