[Incubator] Oskari from Community to Project

Hi,

I am contacting you as the Communications Coordinator for the Oskari map
application. In 2017, Oskari passed the incubation motion
<https://wiki.osgeo.org/wiki/Oskari_Incubation_Status>. After that, the
incubation process has been given less attention by us due to other
activities.

Now we would like to continue the process and move from OSGeo Community to
OSGeo Project. What would it require and in what time frame would it be
possible?
