[Incubator] motion: approve pygeometa as an OSGeo Community Project

Happy to vote +1

One minor comment - Jody you have asked for photos of software / people 
for previous applications (e.g. qgis2web) but this one doesn't have any. 
Does pygeometa need one?

I know photos can be tricky, but perhaps one from a developer meet up, 
or a screenshot of a MCF file maybe?

Also probably worth adding a button or two (call-2-action on the header 
page)  - I have added one for the website, feel free to also add repo or 
whatever you think is best.
