[Incubator] Move Community Project applications to issue tracker

I prefer gitea.  It’s a bit harder since they need an OSGeo account, but they are eventually going to need one anyway so that might as well be one of the first things they do before filling out requests to become a community project etc.

 

Also if we move incubator list to discourse, which I think is our plan (which does allow signup with github account), they can start the processing with a request to the list.

I am not on the committee but believe that using GitHub tickets would make this easier for new applications as it is possible to review previous applications.
