[Incubator] ntrip-catalog as community project.

 Hi Javier,

The committee has been looking at how to increase participation, and are
looking to moving some of this process form email to an issue tracker.

I totally appreciate that you have followed the checklist so I am going to
do my best to respond; it would help if you provided the links as I am
going to have to hunt that down.
