[Incubator] Discussion: Change committee scope + name to "projects committee"

Yeah I feel very positive about the change.

Let's keep this discussion open in case folks have feedback on mandate. I
will make a proposal at the end of my work week for the committee members
to vote on. I would also like to reach out to the existing project officers
for "community support" about the change.

I key challenge to plan for "project support" is the communication
requirements around CRA taking affect in September.
