[Incubator] Motion: Approve strip-catalog as an osgeo repository

So this is an interesting one. The project meets our requirements and
foundation ideals; but is an open data project, with CC0 rather than
software with an OSI license. The request is really to provide a vendor
neutral home to collect base station locations allowing GPS cm accuracy.
Since there is not an active "osgeo open data" community the board has sent
this request to us to think about...
The check list has been completed at
https://gitea.osgeo.org/osgeo/projects-support/issues/3 (if you wish to
discuss please add to the ticket rather than reply to this message).
With this in mind:
Motioning to accept ntrip-catalog as an osgeo repository.
The motion is held open for two weeks until Thursday 17 July.
This requires at least 50% quorum from the following Committee Members:
