[Incubator] Motion: relaunch as project-support committee

I had a lovely time at foss4g-eu, and really enjoy being back with osgeo
(after some time away

).

I invite everyone to review:

With that in mind I would like to relaunch this committee as *Project
Support*

   - New name matching the project-support repo
   - General committee reset
   - Reflect our expanded responsibilities of incubation process, community
   project, and website foss4g check


Here is the proposed mandate:

*Project Support Committee*

Provide software foundation support to project teams in keeping with Open
Source Geospatial Foundation principles and values:

A - Ongoing software foundation support for "OSGeo Projects":

A.1 - Assist project teams over course of project lifecycle: incubation,
policy updates, license change, end-of-life.
A.2 - Update OSGeo software foundation policies under direction from the
OSGeo Board
A.3 - Establish and maintain OSGeo incubation process.
A.4 - Connect project teams with a mentor for one-on-one support during
incubation process.

B - Establish and support inclusive "OSGeo Community" projects initiative
providing space for new and innovative projects.

C - Establish and support "FOSS4G Project" directory for OSGeo.
