[Incubator] Motion: relaunch as project-support committee

Dear Jody, all,

+1 from me for the change of name and the refinement of the goals as
described in the documents you shared.
The only thing that I would suggest to be added/visible in the new set of
operational rules is something around the obligation that we provide a
public accounting at the end of the year to the community. As the work of
this committee grows rapidly, it is important to make this visible (I know
we do this anyway).
