[Incubator] Official request for incubation of Giro3D project

 Hello Vincent,

I was occupied last year and not very active on this committee. One
positive result is that folks setup an issue tracker (a modern issue
tracker, not trac) so that we could see what topics were "open" and follow
up on them.

Can I ask you to make the request via
https://gitea.osgeo.org/osgeo/projects-support/issues please? I should also
ask if you had a mentor in mind for incubation? Finding a volunteer can be
somewhat of a challenge.

We are going to be rebooting the committee under the name "project-support"
in the weeks ahead.
