[Incubator] py3dtiles project page

Hi Jody,

To followup on this project page, we'd like to become a community project. I 
understood the process has changed, so I've opened 
https://gitea.osgeo.org/osgeo/projects-support/issues/13. Is that what we're 
supposed to do?
