[Incubator] Add GOAT by Plan4Better as OSgeo Project

Hi,

Not speaking on behalf of the incubation committee (I'm not a member of 
it), but I see that the lead developer of GOAT is using an AI agent to 
contribute, which I see as a potential issue to guarantee that the 
project is of quality, collaborative and sustainable, and can actually 
be copyrighted under GPL 3.0
