*Background *
UN-HABITAT has been actively assisting Kosovo institutions in the fields of
governance, spatial planning and municipal administration since 1999.
Currently UN-HABITAT is implementing the second phase of the  Municipal
Spatial Planning Support Programme  (MuSPP 2) funded by the Swedish
Government in a selection of municipalities with field offices based in the
secondary cities of Peja/Pec, Prizren, Gjilan/Gnjilane, and
Mitrovice/Mitrovica.
UN-HABITAT Kosovo, has also teamed up with UNDP to implement a project in
Dragash Municipality funded by the Finish Government. The project is aimed
at promoting and creating a framework for sustainable development of the
Municipality of Dragash/Dragaš and reducing bio-diversity loss. As key
component of the project, UN-HABITAT is to develop a Municipal Development
Plan for the Municipality of Dragash/Dragaš

*Context in Kosovo *
Ever since the conflict ended in June 1999, Kosovo is facing an
unprecedented construction boom and growth of urban areas. This is only
partly guided and controlled by local self-governments. The new political
situation after the conflict has resulted in population migrations from
rural areas to cities. However, the cities are not prepared for such an
influx of population. The lack of valid urban and spatial plans leads to
unplanned and illegal development, both in terms of land use, infrastructure
and building construction.
The Law on Spatial Planning passed in September 2003 requires that
municipalities to prepare a MDP and UDP. These are composed of the strategic
and spatial development documents. The plans are meant to be prepared using
an inclusive, participatory process involving the full range of
stakeholders, including relevant organisations of civil society.

*Purpose of the assignment*
The general purpose of the assignment is to develop a draft Municipal
Development Plan (MDP) for the Municipality of Dragash for submission to the
Municipal Assembly for adoption.The development of an effective Geographic
Information system (GIS) is an element of the Dragash Municipal Development
Plan (MDP) to be developed by UN-HABITAT Kosovo.

*The GIS has three functions:*
- mapping of the inventory of the existing situation in regard to all
geo-referenced development factors in the area (topography, nature of soils,
vegetation, infrastructures, etc)
- analysis of these factors in view of understanding and developing
development scenarios (determine the areas that are suitable for certain
types of development, e.g. slopes with sunshine favorable for specific
cultures, etc.)
- management tool for the Municipality of Dragash to plan and monitor the
implementation of the MDP action plan

*Main tasks  *
Under the direct supervision of the International Planning Consultant, based
in the municipality of Dragash, as coordinated and supervised by the head of
the southern regional office and the Chief Technical Advisor, the GIS
specialist will be responsible for to following main tasks:
Set-up, build and operate a QGIS / GRASS Geographical Information System
Train users and data input assistants (e.g. project staff, municipal staff,
FLOSSK members) in basic GIS operations and data acquisition
Acquire data from existing sources (raster, vector; scanning, encoding,
geo-referenced databases, e.g. cadastre sector demographic data)
Acquire original data from field surveys (photographs, interviews, GPS)
Manage data input assistants who participate in these tasks
Ensure data quality and consistency
Elaborate GIS analyses, scenarios and maps as required

It must be noted that Dragash is a vast territory of >40.000 ha, including
about 40 villages, several river basins, etc.  The information therefore
must be organised in the appropriate sub-municipal categories (cadastral
districts), for systematic data retrieval and meaningful analysis, on a
purely geographic level, as well as in dialogue with civil society
stakeholders.
It is expected that the GIS Specialist would reside within the vicinity of
the Municipality and it’s environ. Transport to and from work will be the
staff member’s responsibility.

*Deliverables/Output  *
Inception report and work plan including the methodology to achieve the
expected outputs and time line with key benchmarks for results
Monthly progress reports outlining the work carried out
GIS for Dragash Municipality on QGIS with appropriate documentation, basic
searches maps produced, within the limits of the raw data made available by
the project.
Submission of a final assignment report that documents all work carried out
including all materials in electronic copy.

*Qualifications and requirements*
NOTE: The quality and extent of the person’s qualifications, skills and
experience in the requirements below will determine the grade/level to which
a successful applicant will be appointed

*Education*
Academic degree/degrees in one or more of the following disciplines/fields:
geography, geology, biology, regional planning or any other relevant
discipline.

*Work experience: *
Proven skills with QGIS / GRASS software; Practical experience with GIS
set-up, operations and user training; Knowledge of remote mountain regions
(landscapes, economic issues) is an advantage

*Languages*
English is the working language of UN-HABITAT Kosovo. Good command of spoken
and written English, (Knowledge of Albanian and Serbian will be an
additional assets);

*Other skills*
Fully proficient with computer technology, including relevant software and
applications. Capacity to deliver the services in tight time frames.

*Special considerations*
The candidate should be:
