[Landsat-pds] Pre-collection Landsat

By the way, if AWS can hold all the Landsat8 C1 data in the further, no matter the clear sky or cloudy scenes? 
Currently, the L8 data during 2013 to 2014 is avaiable only for clear sky, some of the cloudy data is not ready. Our application on AWS is processing the global L8 data to find flying aircrafts, and the cloudy data is also very important for us. Thank you.
