[Landsat-pds] Landsat 8 Collection 1 T1 now available

Hi all - we've recently ingested the entire Landsat 8 Collection 1 T1
archive to the Landsat PDS bucket. Previously our dataset was split between
pre-Collection scenes and Collection scenes. We now have a homogenous T1
dataset available for use. For those continuing to use pre-Collection
scene, those will remain in the bucket.

I hope this addition to the dataset is helpful to folks.
