[Landsat-pds] RT not backfilled by T1 in some cases

Dear maintainers,

First let me thank you to keep this service running.

I've noticed that some RT scenes are not backfilled by T1. For instance,
there is no T1 entry for this RT scene:

LC08_L1TP_226065_20190802_20190802_01_RT

The T1 is available from EarthExplorer:

> Landsat Product Identifier	LC08_L1TP_226065_20190802_20190819_01_T1

The T1 scene was generated 17 days after the acquisition - I'm not sure
if that also means that the T1 scene was also available for download
from EarthExplorer at the same day.

Is there a limit on the number of days the ingestor keeps checking if
there is a T1 replacement for a RT scene?
