[Lexicon] Rushing Lexicon Committee to official status

Hi OSGeo board,
I'm attempting to rush through the official blessing of the OSGeo Lexicon
Committee to gain official status.

I think we are almost there.
* We just need a chair of the committee (I've asked our committee to accept
myself)
* The board to approve the OSGeo committee
I've pre-emptively added a slide to the OSGeo AGM, with note:
(Official committee status pending approval from OSGeo Board)

If you want some background, we have ~ 10 very active people working on the
problems associated with collaborative-glossary management, piloting using
OSGeo, OGC, and ISO-TC 211.
