[Lexicon] Season of Docs status

I have added the budget in the proposal. Take a look please if you like.
Only the kind of license remains to decide.

I found that OSGeo-Live project is distributed under LGPL license  
v2.1, which exists in the pulldown menu of the proposal form. If we  
don't have a straight answer on which license to use, do you agree I  
put LGPL v2.1?
