[Lexicon] Proposal to set up glossaries.thegooddocsproject.dev

Folks, I've created a proposal to The Good Docs Project to establish the
subdomain glossaries.thegoododocsproject.dev and github repositories for:
* Storing the website
* A second repository for storing the glossary schema (which would be
published under https://w3id.org/ )
