[Lexicon] Glossary website, ready for review

I've copied a bunch of our glossary pages so far into web pages. (Currently
in a git pull request

It would be great to get a review:

   1. From a tech writer for readability.
   2. From our techies, in particular about the schemas defined in maturity
   levels
