[Lexicon] Sharable glossaries website

In case you missed the slack message, we now have a sharable glossaries
website which describes theory, roadmap, and status:

Thanks to everyone who has contributed to the content and helped set this
up.

It could still do with a bit of refinement, but hopefully this will help us
be able to point people at the idea and get up to speed quickly.
