I'm not sure if Hobu has prepared new bin package with last changes.
However, you have two options:

1. Build it. Works perfectly well for me with VS2005, two options here:
  a) nmake -f makefile.vc
  b) go to trunk/build/msvc80 and build liblas.sln

2. I've just uploaded my own DLL - built as Release using VC++ 2008, 
revision 915. Perhaps it will work for you.
