I think this depends on the coder's attitude to bad inputs.  There was
some discussion about this sort of thing on another topic a few months
back and I think liblas went for the strict approach + suggesting a
utility for cleaning up your input files.

Personally I prefer the strict approach, but either point of view is
valid :)  There was also talk of a strict mode flag, but I can't
remember what happened with that.
