Keith,

I suspect the problem is that the EPSG catalogs are out of date in OSGeo4W.
  Could you try the following and see if it works better?

 las2las MyFile.las –a_srs "+proj=geocent +datum=WGS84 +units=m +no_defs"
 –t_srs EPSG:2151
