so I'm a bit unsure of the wish:
do you mean to package or set up new software not currently in debian or
ubuntu; or do you mean to create a meta-package which sucks in a certain
set of existing packages?
the latter is of course much easier, you could start by making a list of
packages you'd like in each flavour in a new wiki page near:
http://wiki.osgeo.org/wiki/Live_GIS_Disc
there are already a number of new "blends" metapackages already available
from DebianGIS:
http://packages.debian.org/sid/gis-gps
http://packages.debian.org/sid/gis-osm
http://packages.debian.org/sid/gis-statistics
http://packages.debian.org/sid/gis-web
http://packages.debian.org/sid/gis-workstation
support via:
http://packages.debian.org/sid/gis-tasks
http://blends.alioth.debian.org/gis/tasks/
The Debian-Live (+ live-helper package) site can give you an idea of
how multiple live discs can be easily built based on different package
lists: http://live.debian.net
packaging of new software apps is non-trival, but not impossible either.
For that I suggest you say hello on the DebianGIS mailing list
( http://wiki.debian.org/DebianGis )
and read the Debian new maintainer's guide.
regards,
Hamish
