so I'm a bit unsure of the wish:

do you mean to package or set up new software not currently in debian or
ubuntu; or do you mean to create a meta-package which sucks in a certain
set of existing packages?

the latter is of course much easier, you could start by making a list of
packages you'd like in each flavour in a new wiki page near:
  http://wiki.osgeo.org/wiki/Live_GIS_Disc

there are already a number of new "blends" metapackages already available
from DebianGIS:

The Debian-Live (+ live-helper package) site can give you an idea of
how multiple live discs can be easily built based on different package
lists:  http://live.debian.net




packaging of new software apps is non-trival, but not impossible either.
For that I suggest you say hello on the DebianGIS mailing list
