Sorry Tom, I forgot to answer this.
Yes, you are welcome to write this documentation. If included, it will 
be included on the OSGeo-Live docs, but won't be linked into the main 
docs [1]. That way people will only find it if  you specifically point 
them at the pywcs URL.
