 [tested with 5.5beta3 VM]

 if you create a new user with 'sudo adduser yourname', then log in as you
 your new account gets the Apps & Geospatial menus on the top taskbar, the
 keyboard switcher applet, etc, all ok (so the skeleton files are ok). So
 it's just the local `user` which has lost that and the fix is probably
 just a little tweak..

 in the "what changed?" dept: is there some difference in the way that Alex
 used to create the VM and the current build? (i.e. had the "user" logged
 in to a xfce session prior to the osgeo install scripts running? [and so
 already generated the desktop files in ~/.config etc])
