I'm I suspect that this would be a very useful tool, and I'd encourage 
you to set it up.
Feel free to create a new wiki page:
http://wiki.osgeo.org/wiki/Live_GIS_Translation_Glossary
and link to the Glossary from:
http://wiki.osgeo.org/wiki/Live_GIS_Translate

I suspect that once you create it, people will start adding to it.
