I don't think that it requires any changes besides updating the Natural
Earth description page. My understanding is that it does not have any
major changes that would break our use of it but have better topology
and character support. I guess their might be a slight change to the
postgis imports for character set adjustment.

Changing screenshots seems like a waste of time or bottom of the list item.

So yes we should plan to pull the latest version.
