Comment:

 I was able to reproduce this error. In my opinion, it does not seem
 related to 64 bit directly. Cartaro needs GeoServer to show the cities and
 sometimes GeoServer needs a little bit longer to start. To fix this, I
 will adapt the delay time for the startup.
