[Lizmap-de] QGIS Server, Lizmap and Postgis

Hi,

Installing Lizmap QGIS Server plugin is *highly* recommended for now. A few
functions will not work without the Lizmap plugin such as :
- expressions in forms
- filter by polygon
- some ACL

We will make it required for 3.6 (not displaying any maps) if the table
"server information" is not shown correctly.
