For QGIS-Plugin-Manager, it's just an helper to you. Indeed, you can
download plugins manually and unzip them, it works as well. But there is an
issue with QGIS-Plugin-Manager, you can create a ticket.

For Google and Bing, they normally require an API key. There are some
environment variables to add on the QGIS Server side to skip these checks.

I think, QGIS < 3.34 is indeed slower. We highly recommend QGIS >= 3.34
when it's used with Lizmap Web Client >= 3.7.

By the way, you can also try Lizmap Web Client 3.9 beta, performances are
way better ! compared to 3.8.
