[Lizmap] is caching working?

Perhaps seeding the cache in few steps works? Say from 3 to 10 , then 10 to
> 20 ect..

Does not work. Moreover the problem is not only about pre-seeding, also by
just enabling "server tile cache" for a layer in LM plugin won't generate
any file in the cache folder (but the folder structure, i.e. the folder
with the layer name is created just fine).
