Not at all, the Spanish LC is an official OSGeo LC but not a legal org
anywhere at this time.

So, if there's any org. that can work as the OSGeo Philillines LC it's
perfectly OK. Italy and German LCs are based on previous organizations,
AFAIK.

Be explicit on your broad objectives (you can just use the OSGeo general
objectives) and try to spread the word on as many targets as you can to
let other fields folks feel comfortable with your initiative.
