[Local-chapters] Regional Chapters

On my side of things, I often hear in my travels of "why don't we have
an OSGeo-Canada chapter". This is where I'd love to put my passion.
For me it is hard to think of an OSGeo-NA chapter before we first form
an OSGeo-Canada chapter.
It is even conceivable that OSGeo-Canada operates a yearly
FOSS4G-Canada event.
Yes this is all in my head, but it is my own vision. A regional
Canadian FOSS4G event moving around. Not huge, no, but moving around
to help spread the passion. A hundred in Toronto, Ottawa, Calgary,
Vancouver, Quebec, Halifax (much smaller event there), etc.
I would love it.
This isn't to say I don't want the OSGeo-NA chapter to happen, quite
opposite. I just mean I'd love to first get the Canadian chapter moving.
