incubation of the existing projects

Can anyone tell me when the incubation of the existing projects is expected
to complete?  I understand that step is required before new projects will be
accepted.  I'm interested in registering a thematic mapping and indicator
analysis application, called KIDS (Key Indicator Data System), with the OSGEO
foundation.
