the data structure require is on the simple side. Single points, single db record per point. Flat file or straight tabular database willwork just fine for starting up.
Ther might be a danger of getting to caught up in the standards end of things. It's happened to me before for example.

Hmm, I'm not sure I understand your point.
How do you imagine to implement a working functionality without having
any description of "how things work" decided?
It's like: let's implement function to save a geometry in the
memory/disk. Without knowing what kind of file format, what kind of file
system, what kind of I/O APIs we're going to use we can't implement any
such feature. Or am I missing something?
