Rather than restricting registration, this sort of wiki spam can be blocked, because it always gets placed between div tags. Most people don't use them for wiki markup.

A change can be made to LocalSettings.php to turn on "SpamRegex" and block certain markup. This would work:

 $wgSpamRegex="/<div/"
