Error Building FDO 3.0

When trying to build the FDO 3.0 I get an error that says it cannot find 
xerces-c.  I am following the instructions as they are laid out.  I am 
installing the system on Fedora 4.0.  I have apache 2.0.55 installed and 
PHP 5.0.5 installed.  Any help or ideas would be appreciated.
