The OWSContext discussions are (formally) a bit dormant these days. I have cc'd Carl for advisory on how to work on this in OGC (Cameron: are you / your group OGC members?).

Who should we talk to if we want to join in the OWSContext schema
discussions? OWSContext is core to Mapbuilder's design, and it would be
good if we could contribute to this.
