Motion Uli as chair for MapBender PSC OK, got that

Hi,
we have an issue regarding project steering. OSGeo proposes that it 
would be helpful to have a chair to sit on (see mail by Frank Warmerdam).

I herewith motion to appoint Uli Rothstein as chair of the Mapbender 
Project Steering Committee.
