Proposal to add Melchior Moos as a Mapbender developer

Hi developer,

I would like to propose to add Melchior Moos as a developer and grant 
SVN commit access (to do this formally correctly someone needs to make a 
motion).

Melchior is doing an internship at CCCGIS. Melchior already works with 
Mapbender for some month and implemented several functionalities.

I motion to add Melchior as a developer and grant SVN commit access.

Someone from the PSC can second this motion then we can vote.
